If a member of another pack wants to equip with a piece of non-Fetish Equipment she must ask permission from the owner of the Docks. If the owner refuses, he himself may not equip during this turn. Lone Wolf Lupo is not affected by the Docks. Only 1 Docks may be in play at any time.
