On a successful vote, Moon Bridges are opened between all Caerns in play. Now alphas can directly attack any non-alpha character or ally in play (providing the alpha and their target both belong to a pack that has a caern). The target of this attack no longer has the option of declining. Alternately, this moot can be called to close those Moon Bridges already opened.
